Perhaps they need to do that often enough to design that feature in and have the facilities?
How many times in their car's lifetime would that be needed, as often as changing tires, or changing oil?
In an area where durability is required like locomotive engines, IC engines can be designed to be re-built and run millions of hard miles before re-building. The 645 engine (645 cu/in per cylinder) can even be refurbished inside the locomotive.
Understand, cars are designed around what the market has been taught it wants. The market depends on people buying cars before they are worn out, it's often a fashion statement.
That's the reason (or lack of) why airplanes can be re-built essentially endlessly, they are more critical that they work properly, designed to be reliable but also are not "throw away" like cars, same with their engines.
