the devil is in the details, especially in the US.
1) standardization of the battery packs.
2) acceptance that the size and weight of the packs will severely limit range*. Americans' urge to see the USA in their Chevrolet** would need immense modification.
Americans (me included, unfortunately) tend to be a stubborn, dogmatic, and self-centered lot. And our political parties are happy to play to that audience. :(

* Very fundamental properties of electrochemistry (ultimately, thermodynamics) limit the energy density of batteries.
** Or Toyota. Or KIA, as the case may be. ;)
