For $39.99 in your area, you can pick up a '99 Domaine LeFlaive Puligny Montrachet. A nice sweet, soft french white burgundy that is delcious with seafood.Perhaps a bit easier to find, though not as soft as they are a bit more acidic, '98 or '99 Isabelle or Cloudy Bay Sauvignion Blanc from New Zealand. Both should retail between $15 and $30.
I'll let someone else handle the domestic stuff.
For soft, sweet, reds, you're going to want to stick with merlot. Most of the right bank bordeaux's are primarily made of merlot and are more accessible in their youth than the left bank counterpasts which are dominated with cabarnet and often require significant aging (though there are always excetptions.) You might also wish to try some french burgundies, though they will be a bit more acidic than the wines made from merlot. Best thing you could do is to find a wine shop with a personality that matches you're own and ask the manager some questions and let them help guide you in your price range. If their style doesn't seem to match your pallet, move on to the next shop. Enjoy!
