Could be:
a. high compression ratio
b. low-ratio gearing between starter and flywheel (the flywheel in your car motor is probably two or three times the diameter of the flywheel in your boat motor. What kind of motor is in your boat? Do you know the diameter of the flywheel? Count the teeth on the flywheel and on the starter gear...divide flywheel teeth/starter teeth to get ratio.)
c. inefficient or failing starter motor
d. bad batteries or bad connection in starting current circuit (including solenoid contacts) Check the actual voltage at the starter motor terminals while cranking.
