critique this photo---photoshop exercise

This was taken in morning light, on the last day of February '07, from my upstairs balcony. It is a strongly back-lit photo. I think I should have had the presence of mind to use some flash-fill. Method was hand held. Or...had I used my tripod and took several bracketing shots I might have been able to make use of CS-2's HDR capabilities.

Can anyone tweak this photo in PS without disturbing the deep saturated morning sky in the background?

I'm tempted to think this is a shot that "should have been" but simply misses the mark by being under-exposed in the fore-ground. However I thought it might be interesting to see if anyone here can help it out with their photoshop skills. Feel free to tweak.
