I just bought this motor to use at our duck lease. It has a Tecumseh engine and I thought it would be air cooled. There's a tube that comes off the lower unit behind the prop that looks like it might be a intake for a water pump but I can't really see anything that looks like a water pump on the motor. Anybody out there know if this is a water cooled engine?

You donot say exactly where this tube is , It is probably your exhaust outlet. I've seen many small sears engines, even owned a few then and now. never seen a water cooled 3.5 tecumseh.
