I use Thumbs Plus for simple pages. It works for generating the thumbnails and formatting the page. I've never explored it's capabilities much further though- I use FrontPage for the main site and use TP for quick pages of photos only.

I used it exclusively until I got a Mac. iPhoto makes web pages 100x easier than Thumbs Plus.
